NOTICE OF COMPLETION

OF THE 2024 TENTATIVE ASSESSMENT ROLL

(Pursuant to Section 506 and 526 of the Real Property Tax Law) 

HEARING OF COMPLAINTS 

NOTICE is hereby given that the Assessor of the Town of Chester, County of Warren, has completed the TENTATIVE ASSESSMENT ROLL for the current year and that a copy has been left with the Town Clerk’s office at the Town Municipal Center where it can be reviewed during business hours and on-line at www.warrencountyny.gov/rp/rolls   

Informal hearing decisions are scheduled to be mailed out the beginning of May.

The Assessor will be in attendance with the tentative roll on May 6th from 10:00 a.m. to 2:00 p.m., May 7th from 11:00 a.m. to 3:00 p.m., May 11th from 4:00 p.m. to 8:00 p.m. and on May 13th from 10:00 a.m. to 2:00 p.m.  

The Board of Assessment Review will meet on May 30th during the following hours; 10:00 a.m. – 1:00 p.m. / 2:00 p.m. – 5:00 p.m. / 6:00 p.m. - 8:00 p.m. at the Town Municipal Center, in said town, to hear and examine all complaints in relation to assessment, on the application of any person believing him or herself to be aggrieved. 

It is highly recommended that persons wishing to grieve their assessments make an appointment in advance with the Assessor. Appointments can be made by either calling the Assessor’s office or applying in-person.  If you are planning to grieve your assessment, you will need to submit a completed, dated and signed form RP-524 along with supporting documentation to the Assessor.  Grievance form (RP-524) will be accepted starting May 1st and should be in by no later than May 23rd.  Grievance hearings will be limited to 10 minutes per person.  You need not be present for the Board of Assessment hearings as many people submit their grievances in writing to be reviewed by the Grievance Board.

Important Dates to Remember Affecting the Assessment Process:

March 1st (Taxable Status Date): Deadline for all exemptions to be filed with the Assessor. Property improvements & condition, as of this date, will be the basis for the coming assessment cycle.

May 1st Tentative Assessment Roll is filed containing all values and exemptions for the tax year. Change of assessment notices are mailed this week.

4th Thursday in May (Grievance Day):  Board of Assessment Review meets to hear all complaints regarding assessments.

July 1st Final Assessment Roll filed. Town, County and School taxes are based on this roll’s information.

 

Senior Citizen Exemption:

You will be required to file for the Enhanced STAR Exemption and Senior Citizen Exemption separately. In the past, you were only required to submit one form to apply for both exemptions. That is no longer the case.

If you are over the age of 65, and under $37,400 for income you may be eligible for additional exemptions. Please contact the Assessment Office for additional details. THIS EXEMPTION MUST BE RENEWED YEARLY WITH THE ASSESSMENT OFFICE. Deadline is March 1st.
